In an effort to support Action Coalition efforts to implement IOM Report recommendations, the Robert Wood Johnson Foundation® called for proposals for State Implementation Program (SIP) grants in the summer of 2012. These grants provide $150,000 over two years to implement up to two priority recommendations. Grantees were required to raise matching funds as a condition of the grant. These grants aim to boost state wide commitment toward implementing the recommendations, while building a sustainable infrastructure.

With the help of many nursing and non-nursing partners, WCN was awarded a SIP grant beginning February 1, 2013. Taking the LEAD for Nursing in Wisconsin: Leadership, Educational Advancement & Diversity, was funded as a two-year project, ending January 15, 2015. The grant is being led by WCN as a 501(c)3 not-for-profit organization.

Two specific recommendations from the IOM Report were chosen for the grant:

  • Recommendation #4 "Increase the proportion of nurses with a BSN degree to 80 percent by 2020."
  • Recommendation #7 "Prepare and enable nurses to lead change to advance health."

Based on these recommendations, the Taking the LEAD project has two primary focus areas:

  • Enhance academic progression by developing model for degree completion, expansion of existing programs & bridging strategies for ADN students.
  • Increase the number of nursing leaders by assessing nursing presence on boards, developing leadership training tools and enhancing existing programs.

Additionally, as a unique attribute of the LEAD project, diversity enhancement in nursing has been included as an overarching focus for both focus areas, and will be infused in all project activities.

As part of the project’s infrastructure, an Advisory Council was appointed to provide direction in achieving the grant deliverables. The Wisconsin Dashboard will track project metrics. Also unique to the Wisconsin project is the development of a Funders Network for long term sustainability.

The focus areas of the grant will be managed by dedicated Learning Collaboratives comprised of expert members from academia and practice, one each for: Leadership, Educational Advancement and Diversity

The Future of NursingTM Campaign for Action has created a national 'Dashboard' with indicators to monitor progress on the recommendations from the IOM Report. The Wisconsin Action Coalition will create its own dashboard based on this national model with indicators to check ongoing progress in our state.
